That's Fabian Phoebus Prewett, aged seventeen, and twin to Gideon. He's a Gryffindor. OCD, hyperactive, rule breaker, but morally correct. And he needs a date for the Ball. He was going to just go with Gideon, as per usual, but he feels the need to mix it up a bit this year.

I could see it as a type of blind date set up by his brother, seeing as gideon and cecelia are in the same house. So Gideon was kind of like 'This is your date. Now go play' type of thing. So... Sounds good to me! Fabian is... unusual. Let's just put it that way XD
